Leisure Facilities Funding

That this House believes that the changes to the regulations relating to exempt VAT, introduced on 1st April 1997, are detrimental to local authorities seeking to upgrade leisure facilities using Lottery funding; notes that many local authorities including the London Borough of Havering, have been encouraged to use this method of finance-raising to improve facilities but have learnt that this is classed as competition with the private sector and as such will lead to the loss of the exempt rating; supports the Government's aim of increasing the quality of local authority leisure facilities; and calls upon Her Majesty's Government to amend the regulations to bring Lottery-financed local authority initiatives within the remit of exempt VAT.
