Investment In Lifelong Learning

That this House believes that increased investment in lifelong learning is essential to the development of a competitive economy and the eradication of social exclusion; wishes to see a coherent system of lifelong learning operating within community groups, workplaces, colleges, schools, local authorities and universities and a significant expansion of educational broadcasting for adults; acknowledges that adequate financial support for adults studying part-time is critical to achieving the objective of widening participation; recognises that Britain's further education colleges have a crucial role to play in the expansion of lifelong learning for all; and calls on the Government to dismantle the existing internal market within further education by establishing new procedures for strategic planning at regional level, by reintroducing national conditions of service for staff employed in the sector and by reforming the existing funding methodology to provide incentives to widen the participation of adults in all forms of lifelong learning activities.
