That this House acknowledges that a sustainable, integrated, transport system cannot be achieved without making the roads safe; notes that poor policing of freight and passenger operations enables an unscrupulous minority of operators to run unsafe vehicles, undercutting the more strictly regulated and policed railways and waterways and the majority of safety conscious road transport companies; further notes that a third of people killed on the roads are on foot or on bikes and that a safe road environment must be created if levels of walking and cycling are to be increased; to this end welcomes the work by Brake and PACTS in highlighting these concerns; and calls on the Government to improve the training and education of drivers, make road policing a core objective of the police and better regulate road use.
