VAT On Health Care Products

That this House notes that in December 1996 a VAT tribunal ruled that home delivered incontinence products should be zero rated; further notes that when in opposition the Labour Party rightly criticised the last government for imposing VAT at 17.5 per cent; is concerned to learn that Statutory Instrument 2744 of 1997 laid by the Treasury on 18November for consideration in Committee on 2 December, will reverse the Tribunal's decision; and calls on the Government to withdraw its proposals for imposing VAT on incontinence products.
