Scottish Local Government Settlement

EDM number 436 in 1997-98, proposed by Malcolm Bruce on 11/11/1997.

That this House is concerned at the implications of the latest agreement between Labour ministers and the Labour-dominated Convention of Scottish Local Authorities to relieve the financial difficulties of a number of Scottish local authorities; notes that with no extra cash from central government the bulk of the transfer of funds will go to mainly urban, mostly Labour controlled councils, and this can only be at the expense of cuts in funding for many other mostly efficient, mainly rural councils; and regrets that the Government appears to be content to penalize once again those authorities which have already suffered funding cutbacks to ease the transition of many mostly urban authorities to the unitary councils established by the last Tory Government.
