That this House salutes the outstanding success of Hong Kong arising from the matchless combination of individual Chinese enterprise and British commitment to freedom under the law; pays tribute to the distinguished service rendered to the people of Hong Kong by Governor Patten; approves of his courageous and successful pursuit of democratic reform; applauds the great dignity which the Governor displayed in the handing over of the colony; and prays that this unique bequest will continue to flourish over the next 50 years and beyond.
