Kent Schools Capital Moratorium

That this House condemns the Conservative controlled Kent County Council for announcing a moratorium on capital expenditure as it relates to the 1997-98 schools budget; and notes that this immediately impacts on Swanscombe School for which approval had already been given and has a knock-on effect to a further 300 projects in schools in the county.
