That this House, being conscious of the United Kingdom's obligations to the peoples of India and Pakistan, and in particular of its responsibility for failing to resolve divisive issues at the time of independence, welcomes the recent decision by both notions to place a moratorium on future nuclear tests; and believed that Her Majesty's Government should seek to initiate and encourage discussions between India and Pakistan designed to promote co-operation and mutual respect.
