International Criminal Court (No. 3)
EDM number 1137 in 1997-98, proposed by Roger Casale on 24/03/1998.
That this House welcomes the Government's support for the establishment of an international criminal court; recognises the importance such a court will have in ending impunity worldwide and acting as an effective complement to national courts when these are unable or unwilling to bring to justice those responsible for genocide, other crimes against humanity or serious violations of humanitarian law; welcomes the Government's support for rape and other serious sexual abuse to be included among these crimes; supports the establishment of a court with universal jurisdiction, which should be concurrent with the jurisdiction that the states themselves have over these crimes; believes that states not party to the statute should be encouraged to cooperate with the court; further believes that the court should receive adequate and secure funding from the United Nations budget; urges the Government to support calls for an independent prosecutor with the right to initiate investigations and prosecutions based on information from any reliable source; and calls on the Government to reconsider its position on the role of the Security Council and to ensure that the Security Council does not have the power to prevent or seek suspension of an investigation or prosecution.
