Reform Of The National Non-Domestic Rate

That this House notes the rapidly worsening environment for small retailers with concern, and that the national non-domestic rate is an increasing burden on them at a time of reducing profitability; notes that surveys this year in the North West show that there is a five to one majority of traders who wish their business rate to be set by their local council; and therefore calls upon the Government to return the power to set business rates to councils, so facilitating local action to safeguard small and medium-size businesses and employment.
