Constitutional Change
EDM number 632 in 1996-97, proposed by Tony Banks on 10/03/1997.
That this House warmly welcomes the report of the Joint Constitutional Committee of the Labour and Liberal Democrat parties; believes that if the programme as set out in the report is carried through during the next Parliament, the effect on politics in this country will be dramatic; and further believes that a voting system based on proportional representation will make every vote count and will genuinely break the mould of British politics, and that together with a Freedom of Information Act, a Scottish Parliament, a Welsh Assembly, directly elected city mayors, an end to the role of hereditary peers in the legislative process and the incorporation of the European Convention on Human Rights into British law, the people of this country will be empowered by the most radical programme of political change this century.
