Baa Passenger Forecasts And Terminal 5

EDM number 555 in 1996-97, proposed by Andrew Mackinlay on 19/02/1997.

That this House notes that in their 1993 Environmental Statement BAA forecast that in 2016, with Terminal 5 built there would be 420,000 flights a year at Heathrow Airport; is therefore bewildered that by December 1996, without Terminal 5, the actual number of flights at Heathrow had reached 423,000; is dismayed that in BAA's 'revised' forecast published in 1994 as part of their statement of case for Terminal 5 they then predicted that flights would total 453,000 by 2016; considers that honourable Members should be given an explanation of BAA's variable arithmetic and the basis of their forecasting; and believes that otherwise honourable Members and members of the public would be entitled to think that BAA would revise any figures at any time in order to advance their planning application for a new terminal and shopping mall known as Terminal 5.
