leave out from 'inept;'to end and add 'notes that the Office of Passenger Rail Franchising has said that the overall performance of South West Trains including punctuality and reliability showed marked improvements over British Rail's; welcomes the power given to OPRAF to levy substantial fines on SWT; regards this as a test case of OPRAF's ability and willingness to use such powers to preserve and raise passenger service standards; and contrasts this with the fact that until very recently, the nationalised railways system faced no financial penalties for late or cancelled services.'.
