Hgv Prosecution Rates

That this House expresses its concern at the relatively low prosecution rate for HGV offences reported to the legal authorities in Scotland in comparison with the rate in England and Wales; notes that in the 1995-96 financial year of 2,481 HGV offences reported to the Procurators Fiscal in Scotland nearly 40 per cent of these offences were not pursued to prosecution, and that this compares with non-prosecution rate of just over 7 per cent for the 12,217 HGV offences reported to the authorities in England and Wales; and calls on the Scottish Office and the Lord Advocate to take steps to ensure the prosecution of more HGV offences in Scotland in order to protect the safety of the public and in the interests of justice throughout the United Kingdom.
