Lottery Scratch Cards

EDM number 326 in 1996-97, proposed by Tony Banks on 09/12/1996.

That this House notes with concern the report published by OFLOT revealing the extent of scratch card sales to persons under 16 years; believes that the House failed to appreciate, when setting up the National Lottery, the extentto which scratch cards would be promoted by Camelot; considers that scratch cards should be available for sale only in licensed betting offices; further believes that the House should review the operation of the lottery in terms of its impact on the football pools and charity fund raising and take a decision on the future both of scratch cards and the second weekly draw.
