Sentencing Criminals

EDM number 30 in 1996-97, proposed by Tom Cox on 23/10/1996.

That this House, being concerned at the bizarre sentencing by many judges, calls for the alteration of the law to provide for juries to recommend sentence for all crimes carrying a maximum sentence of five years or more, leaving the judge still responsible for fixing the final sentence.
