after `overseas aid' insert `further notes that the Cairo Programme of Action of the 1994 UN International Conference on Population and Development identified at least 350 million couples world wide without access to a full range of family planning services and set a target of reducing infant mortality rates by one third by the year 2000; supports the Government policy "Children by choice not chance"; and calls for a sustained and steady increase in investment in reproductive and sexual health services in the overseas aid budget from the present 3% to the 4% Cairo target.'.
