Chronic Bronchitis And Emphysema

That this House, although it welcomes the Secretary of State's decision to implement in full the recommendations of the Industrial Injuries Advisory Council to change the qualifying conditions for diagnosing chronic bronchitis and emphysema in coal miners claiming disablement benefit, is extremely concerned that the new criteria will not be introduced until April 1997 and that benefit will not be retrospective.
