leave out from `House' to end and add `notes that the last review of hunting was appointed in 1949, that several recommendations of the subsequent Scott-Henderson report were never implemented, that copies of the report are no longer in print, that patterns of agriculture have changed over the last 50 years, that the fox population has increased in urban areas and that there is evidence of unacceptable cruelty to foxes which the hunting organisations are unable to control; welcomes the appointment by the Countryside Movement of an independent enquiry into the conduct of hunting by hounds with fullpowers to take evidence and make whatever recommendations it wished; notes that only two members of the Countryside Movement all-party board of 18 have any connections with hunting and that the Movement has no policy position on the subject; recognises the independent integrity of Mr Richard Phelps CBE, as a senior public servant, and Professor W. R. Allen of Equine Reproduction at Cambridge University who will conduct the enquiry; welcomes the prospect of having available an informed and up to date report on the conduct of hunting; and therefore regrets that some honourable Members prefer tp approach the subject with closed minds.'.
