Manuel Salazar (No. 2)

That this House is deeply concerned that Manuel Salazar, a Mexican American, is still in custody in Illinois, USA, after spending nine years on death row and the last year as a remand prisoner awaiting a new trial; is concerned that he was surrendered by Mexico pursuant to a request from the USA and is presently being prosecuted on an offence which carries the death penalty and notes that this was not made known at the time; further notes that the Mexican Government has informed the USA that this is in violation of the 1978 Treaty of Extradition between Mexico and the USA, and that the capital prosecution must be barred; further expresses the view that Salazar should be released and given sufficient time to return to Mexico.
