Nuclear Test Ban Treaty

That this House welcomes the commitment made by the G-7 governments at the Moscow summit on nuclear safety and security on 19th and 20th April to conclude and sign a comprehensive nuclear test ban treaty by September 1996; notes with pleasure that the President of the Russian Federation endorsed the statement with the backing of the Russian government; recognises the importance of completing a CTBT for achieving the next step in reversing the nuclear arms race; believes the good auspices of the Commonwealth should be used to ensure the signatures of India and Pakistan; calls upon Her Majesty's Government to use its influence with the United States Government to encourage Israel to join the treaty and to use all means to persuade the People's Republic of China to sign, in line with the decision taken at the nuclear non proliferation extension conference in May 1995; and urges that the CTBT enter into force at the earliest possible date.
