National Lottery Disaster Fund

That this House recognises the valuable work done by local authorities and voluntary agencies when natural disasters occur; further recognises that at times of such disasters, the Bellwin formula may not give local authorities sufficient scope to raise resources at a time of urgency, and voluntary agencies such as the Round Table, Lions and others, find that they are stretched in meeting the demands of people who urgently need accommodation, food, clothing, and other essential items; and therefore calls for legislation to enable the National Lottery to set aside a disaster fund to which appli cations could be made in cases of extreme urgency by local authorities according to an agreed set of criteria.
