leave out from `House' to end and add `condemns without any ambiguity the dramatic escalation since the IRA ceasefire of 31st August 1994 of what the IRA terms punishment assaults and abductions; recognises that the peace process in Northern Ireland and the possibilities of all-party talks would br greatly enhanced if the Loyalist and Republican terror gangs were to stop their regime of cruel and brutal beatings and other forms of intimidation in their respective communities; calls upon the Provisional IRA to declare, as have the Loyalist terror groups, a policy of no first-strike; further urges the Provisional IRA to show good faith in the peace process by disposing of all their offensive weapons, such as surface to air missiles; and further urges Loyalist and Republican paramilitary groups and their political representatives to co-operate with an International Commission which might be established to examine the ways and means of disposing of all illegally held weapons, at the same time as a process of all-inclusive dialogue between the main parties in Northern Ireland is activated.'.
