That this House notes that Castle Cement has lodged an appeal to the Secretary of State for the Environment seeking to avoid the 31st December deadline imposed by Her Majesty's Inspectorate of Pollution for solving the problem of plume grounding at its plant in Clitheroe in which smoke from the kilns regularly envelopes the town's schools, playgrounds and homes with foul smelling fumes; further notes that the company seeks a relaxation in the limit on sulphur emissions and on the condition that the electrostatic precipitators should be operational at all times; further notes that the company resists the imposition of a maximum calorific value for the secondary liquid fuel, cemfuel, which is burnt in the kilns; and believes the decision of the Secretary of State on these matters would be better informed following a public inquiry into the issues raised by the appeal.
