leave out from `House' to end and add `considers the abolition of the GLC to have been enormously successful action; notes that the old GLC had a well earned reputation for bureaucracy and incurring unnecessary costs; recognises that the Inner London Education Authority failed to educate properly thousands of children despite being one of the largest spenders on education in the country; and believes that the only successes of the GLC were in satisfying the egos of its Labour politicians and senior bureaucrats.'.
