leave out from `House' to end and add `notes that safety at work is greater in the United Kingdom, that European commissioners work more than 48 hours each week, that were the workin g hours directive to be essential for either safety or for health it would be odd to allow workers to opt out of the directive, and that if pilots may be on duty for 55 or 60 hours and commercial drivers for 56 hours, it is incomprehensible for anyone to pretend that unacceptable risks start at 48 hours.'.
