Energy In Partnership

That this House condemns the decision by British Gas to abandon plans for a customer loan home insulation scheme called Energy in Partnership; notes that such a scheme could be operated by British Gas at no cost; recognises that capital loans for insulation, repaid with interest as an addition to bills, would help to cut fuel bills and protect the environment; further notes that none of the new companies entering the gas market have made a commitment to energy conservation despite early indications that they would do so; and calls on the Government to require the Regulator, through legislation if necessary, to insist that all gas companies develop energy saving schemes, including the necessary levy to adequately fund the Energy Saving Trust home insulation programme.
