Control Of Shipping In European Waters

That this House calls upon the Secretary of State for Transport to enter into urgent discussions with his European colleagues on ways of controlling the operation in EEC waters of third rate ships carrying environmentally dangerous cargos, operated by fifth rate shipowners under flags of convenience, whilst commanded by fourth rate masters.
