Landfill Tax
EDM number 458 in 1995-96, proposed by Nicholas Winterton on 20/02/1996.
That this House endorses the principle that polluters should pay for the environmental damage that they cause and accepts the desirability of a landfill tax to discourage the needless transportation and dumping of waste; observes, however, that the principle is misapplied both in the context of the cleaning-up of sites for environmental improvement where this involves the removal of historically polluted waste and in the context of redevelopment of urban sites requiring the removal of soil, clay and other largely inert matter which cannot be stored on site; observes that the arrangements for a landfill tax is currently proposed would provide a commercial disincentive for the redevelopment of contaminated brownfield and urban sites; and urges the Chancellor of the Exchequer to bring forward either exemptions or zero of landfill tax for such environmentally welcome projects.
