GOVERNMENT'S PERFORMANCE CONCERNING ELECTORAL REGISTRATION
EDM number 455 in 1995-96, proposed by Harry Barnes on 20/02/1996.
That this House notes that the Audit Commission is not able to use performance indicators to assess the efficiency of electoral registration as this is a Home Office function which is delegated to local authorities and performance indicators can only be applied to local government; further notes that up to four million people are absent from electoral registers for a combination of reasons, including the antiquated nature of the electoral registration system and the unwillingness of the current Government to properly resource local electoral registration officers; and believes that the Government's own performance in this area should be assessed and monitored by an independent body.
