South-East Wales Ambulance Trust

That this House strongly disapproves of the performance-related bonus payment of ú4,000 each to David Triggs, Chief Executive, John Henley, Finance Director and Ian Coulton Operations Director, of the South East Wales Ambulance Trust with respect to performance in 1994-95 in balancing the Trust's books, when the books only balanced because the Welsh Office agreed to defer the ú700,000 divided payment due to it as the 6 per cent. discount rate of the Trust's assets; considers it absurd that the Welsh Office was also at the same time pressing the Chairman to sort out the Trust's chaotic finances, which finally culminated in the resignation of the Chairman and Chief Executive of the Trust on 13-14th February; and calls on the Secretary of State for Wales to conduct an inquiry into his own officials agreeing a divident deferral which indirectly led to the now departed chief executive and his two chief assistants in receiving ú12,000 of public money to which they were clearly not entitled.
