Gloucestershire County Council Budget

That this House notes that the Gloucestershire County Council budget for 1996-97 was set within capping limits on 14th February; recognises the difficulties faced because of gross underfunding by central Government of local services in the county since 1990; remembers the concerted campaign by Conservative honourable Members to pressurise county councillors into granting more money for schools; is astonished to learn that, of the three budgets presented by the three political groups, the Conservative proposals put the least amount of money into schools; welcomes this confirmation of the widely held view that no-one, not even some Conservative councillors, concurred with the Chancellor that his Budget would provide 'extra resources for schools'; regards this as another bungled attempt at news management by Conservative Central Office; and congratulates Liberal Democrat county councillors in Gloucestershire for responding to local taxpayers' desire, tested by public consultation, to see school budgets protected.
