Fine Defaulters

That this House welcomes the announcement by the Home Secretary of a review of the powers under which up to 22,500 fine defaulters are jailed each year; believes that, had the Home Secretary acted in May 1994, when the honourable Member for Selly Oak presented her Bill to restrict these powers, over 35,000 people may have been kept out of jail by now; asks why, despite repeated questioning about this problem by honourable Members, it has taken the Home Office so long to act; and urges that, since on average over 1800 fine defaulters are jailed per month, no further time be wasted in dealing with this situation.
