Domestic Heating Costs In Rochdale

That this House notes that, according to the Building Research Establishment domestic energy model and taking Bristol as a base case, the cost of heating a typical semi-detached house with gas central heating varies enormously throughout the United Kingdom; notes for example that the extra fuel required to heat a typical house in Rochdale is an additional nine per cent; notes further that for many pensioners the extra fuel costs cannot be fully met; and therefore calls upon Her Majesty's Government to relax the rules of the cold weather payments system and for the Chancellor of the Exchequer to honour his clear pledge made in the 1994 Budget to retain the current level of funding for the Home Energy Efficiency Scheme by immediately reversing the current planned cuts in the energy conservation scheme for pensioners.
