Greenwich Refugee Employment And Training Project

That this House notes that the Home Office approved funding by way of ethnic minority grant for the Greenwich Refugee Employment and Training Project; notes that these funds were paid to South Thames TEC but were to be used only for the purposes of the specific project, only for approved purposes and only in approved amounts; notes that any unspent grant remaining at the end of the project was to be repaid to the Home Office; notes that in the conditions it was stressed that the money was voted by Parliament for the specific purpose of Ethnic Monority Grant and that it cannot be diverted to purposes for which it was not so approved; believes that EMG funds held by South Thames TEC at the time of going into receivership were not the TEC's money, but were held in trust o n behalf of the Home Office; and would deplore any attempt by the Department for Education and Employment to seize the EMG funds to meet, either wholly or in part, any unrelated debt.
