Audit Commission Report And The Police

That this House notes the report by the Audit Commission into the Police Force published on 23rd October; notes the report's findings that only five per cent. of police strength is out on patrol at any one time; notes the report's conclusions that the police need to take steps to break out of their reactive mode that is stifling their ability to provide more community-based, proactive patrols; believes that this failure to target police resources to the needs of communities does much to compound the fear of crime widespread in many communities; calls upon the Government to ensure that local police authorities formulate local crime reduction strategies in conjunction with local authorities and local institutions, such as schools; and calls upon the Government to provide the resources to enable police authorities to carry out such strategies effectively.
