Pre-Five Children With Special Needs

That this House demands that any new legislation under the Education (Scotland) Bill must ensure that all providers liaise with education departments to ensure children with special needs are provided for, in accordance with the UN Convention on the Rights of the Child, Article 27.1. to which this Government is a signatory, that all pre-five provision within any sector be adequately funded to ensure access by children with special needs is not denied and such children will not be forced to attend segregated provision or go without; further demands that all provision for pre-fives recognised by the Scottish Office will, as a minimum, require to have appropriate furnishings and fittings and outdoor play space, as well as appropriately qualified and trained staff; deplores the fact that the Scottish Office, in announcing its draft Profile of Education Provision, makes no mention of children with disabilities or special needs; and calls upon the Secretary of State to remedy this neglect immediately.
