National Lottery Scratchcards And Children Under 16
EDM number 35 in 1995-96, proposed by David Rendel on 15/11/1995.
That this House notes that 34 per cent. of children under 16 years have bought a lottery ticket and 25.5 per cent. have bought a scratchcard; fears that many children are being encouraged to gamble at an early age following the advent of National Lottery scratch cards; believes that is difficult for many newsagents and National Lottery outlets to differentiate between children who are under and over 16 years; believes that if the legal age for purchasing lottery scratchcards were raised to 18 years this would alleviate the problem of identifying the vulnerable children who are attempting to purchase lottery tickets illegally; and calls upon the Government to increase the legal age limit for purchasing scratchcards to 18 years.
