leave out from `conditions' to end and add `notes the close daily liaison maintained between Ministers, the Scottish Office and local authorities during the emergency, including the offer of assistance by the Army; congratulates the local authorities on a damage limitation exercise carried out without recourse to the support on offer from the Scottish Office; commiserates with the honourable Members for Hamilton and Banff and Buchan on the non-existent media coverage of their own activities; and welcomes the wide-ranging review set up by the Secretary of State for Scotland on 5th January with a view to further improvement of future responses to adverse weather conditions.'.
