leave out from `House' to end and add `sympathises with the hardship endured by so many people in Scotland during what should have been the festive season, due to severe weather conditions; notes that most of the damage expenditure will be covered by insurance and that for those in greatest difficulty, help with the replacement of essential personal possessions may be available from the Benefits Agency by way of a discretionary social fund grant or loan; and recognises that neither the Bellwin Scheme, should it prove relevant in some instances to the recent problems, nor any other form of subvention should be regarded as an alternative to proper insurance provision by either local authorities or private property owners.'.
