Social Security And Child Support Appeals

That this House notes that, having published a consultation paper on social security decision-making and appeals on the day the House adjourned, 24th July, inviting responses by 18th October, the Government laid regulations (the Social Security (Adjudication) and Child Support Amendment (No. 2) Regulations 1996, S.I. 1996 No. 2450) without awaiting the end of the consultation period, that the provisions of those regulations include the abolition of oral hearings except where demanded by a party to the proceedings and that the regulations are to come into force on 21st October, precluding any possibility of the House debating them before that date; and calls for their withdrawal so that the responses to the consultation can be fully considered before any action adversely affecting appellants' rights is taken.
