Consumer Protection And Hairdressing

EDM number 1205 in 1995-96, proposed by Ann Winterton on 22/07/1996.

That this House deplores the present unregulated state of the hairdressing industry where anyone is free to practice without qualifications, registration or accountability; notes with concern the vulnerability of consumers and the growing number of complaints alleging incompetence and negligence, many of a serious nature involving physical damage to hair and scalp; further notes that the United Kingdom is out of step with most Western nations including its European Union partners; and calls on Her Majesty's Government to amend the Hairdressers (Registration) Act 1964 so that registration precedes practice and the industryis properly regulated.
