Summer Model For Spirits

That this House notes that the models used for spirit duty receipts are reviewed regularly; understands that the spirit duty receipts for the first six months of 1995-96 were approximately 93 per cent. of revenues in the first six months of 1994-95; recognises that the next set of forecasts will be published in the 1996-97 Financial Statement and Budget Report; and invites the Chancellor of the Exchequer to lower the duty on spirits including whiskey and whisky in the expectation that the summer model for spirits revenue will reflect the likely revenue benefit of lower excise rates.
