That this House deplores the fact that the Secretary of State for the Environment, in the three-hour debate on water metering on 9th July 1996, spoke for over one hour; regards this abuse as an insult to honourable Members waiting to speak in the debate; notes that much of the speech was repetitive; and requests ministers to reaffirm the spirit of the Jopling agreements that front benchers should endeavour to keep their contributions to approximately 30 minutes.
