That this House deplores the corrupt means used to privatise via the market-testing procedure the occupational health service of the Atomic Weapons Establishment, Aldermaston and covering as well AWE Burghfield, Cardiff and Foulness, considering that Dr Wynn Anderson the Senior Medical Officer of the Civil Service Occupational Health Service, Aldermaston, was suspended from duty last month by Dr Elizabeth McCloy, the CSOHS Chief Executive for misusing his senior position of trust to disadvantage the in-house bid and to favour the outside bid by Trident Medical Services Ltd of 106 Chartridge Lane, Chesham, Buckinghamshire, a company set up by him on 1st February 1995 with Dr Nicholas Lewis, also ex-CSOHS Aldermaston and Dr Colin Lewis as its three sole directors for the express purpose of winning the market-testing competition for the Aldermaston OHS contract, apparently unaware of any ethical, legal or administrative objections to such blatant insider dealing, including the need for any senior civil servant to obtain the permission of the Cabinet Office before leaving the Civil Service to work for any private company that is conducting business with the relevant previous government department or agency, something which Dr Anderson ought to have been fully aware of, not only due to the Nolan Committee's work but also because the CSOHS itself comes under the Cabinet Office.
