Compulsory Competitive Tendering Timescale In Wales

That this House notes with concern the timetable which has been laid down by the Welsh Office for the introduction of compulsory competitive tendering for local authorities in Wales; asserts that with the new unitary authorities coming into full power in April 1996, there will not be adequate time for those authorities to establish their priorities and management structures before agreeing the specifications for contracts; and calls for the Secretary of State for Wales to announce a moratorium of at least a further 12 months before compulsory competitive tendering comes into force.
