That this House is appalled by the total indifference of the Secretary of State for Health to the standards of financial management of health authorities and National Health Service trusts, allowing auditors merely to report to the authorities and trusts, and requiring no reports by exception on fraud and incompetent financial management to go direct to her Department; and notes that with this inept stance on her part, it is unsurprising that the National Health Service loses tens of millions each year in massive severance payments, improper early retirement, defective contracting and maladministration by authorities and trusts operating in total secrecy and effectively answerable to no one.
