Misuse Of N.h.s. Money For Conservative Party Propaganda

That this House condemns the NHS Executive for spending ú13,000 on printing a magazine, Purchasing in Practice, Issue 1, containing a full page article about the Conservative Party Conference, and distributing it to 20,000 general practitioners and health authority managers; regards this as a gross misuse of public money which could have been spent on treating NHS patients; congratulates the Head of the Home Civil Service for warning the Department of Health that the publication would be seen as breaching his Office's guidance that Government publicity should not be party political; and calls on the Conservative Party to repay this money to the NHS forthwith.
