at end add `if there has been substantial progress towards the decommissioning of paramilitary stocks of weapons and explosives; further recognises that a more important issue than possession is the use made of these weapons by loyalist and republican paramilitary groups in continuing acts of brutal violence, such as punishment beatings, and in the continued threat of death and injury to the many people who have been exiled from Northern Ireland and who still do not feel able to return home; and congratulates Families Against Intimidation and Terror for sending a delegation to Washington and New York, during the visit of Gerry Adams and Gary McMichael of Sinn Fein and the Ulster Democratic Party, respectively.'.
