Climate Change Summit

That this House regards as inadequate the Government's recently stated target of reducing UK carbon dioxide emissions by between 5 per cent. and 10 per cent. of the 1990 level in the year 2010; expresses its support for the Alliance of Small Island States' proposed target for industrialised countries of a reduction of 20 per cent. of the 1990 level in the year 2005; calls on the Government to bring to the House a new UK Climate Change Strategy to enable this target to be achieved in the case of the UK, including measures on taxation, public transport, and the promotion of energy conservation, energy efficiency, and renewable sources of energy; and calls on the Secretary of State for the Environment to make an oral statement to the House on the outcome of the first Conference of the parties for the Climate Change Convention, taking place in Berlin from 28th March to 7th April.
